After you beat the Minotaur, you can then interact with the Fire Seed to bring your Mana Power to Level 4. From here, head back to Kakkara.
If you talk to the elder of the village, he will tell you that the village will need a Sea Hare's Tail to bring water back to the town or else the town is finished. You won't be able to get this until later.
For now, head to the Cannon Travel Center. You can now go to The Empire. Pick Option 3, which takes you to Southtown.
Southtown
The music here is pretty good, to be honest.
By talking to the people here, you will find out that Northtown is bigger than this place. One person will tell you that a woman named Mara always carries around a box, and that the Emperor prepares for war in order to get peace and even has an army of monsters in his castle.
When you approach the door to the building in the northwest corner, the person standing in front of the door will go in. Follow them in and talk to them. This is Mara, who is really a Tasnican spy who knows you through Jema. She will tell you to enter Northtown from the Resistance's sewer-way east of here, and to give the guard the secret number of "634."
There is also an inn and item shop if you need it.
To the east is the sewer-way, which is guarded. When you approach, someone will go north to guard it. Give the password of "634" and you will be able to enter.
Imperial Sewers
The Dinofish will cast Freeze Level 3 on you if given a chance, so take them down. Interestingly, they spit missiles at you instead of the usual projectiles. The Iffish will also make a return, as will the Blue Drops. A Mad Mallard will near the end.
Northtown
When you get out of the sewers, you will end up in the Resistance's secret headquarters in Northtown. You'll meet Krissie, the leader of the Resistance, who also knows you through Jema. She will tell you that Dyluck has been draining people's energy at the ruins to the east, confirming that Dyluck is under Thanatos' control. From there, you're free to move about. By talking to the people in the room, you'll find out that Krissie is only 18 and that Krissie's dad used to be the leader until he got caught. You'll also learn that the Emperor has bodyguards. Two of them are Geshtar and Thanatos, while the other two are Sheex and Fanha, whom you have yet to meet. You'll also find out that the Resistance's base is disguised as a coffee shop.
