Now that you've gotten the special status request granted, you can now go to the elevator just west of where you can enter the middle floor from and go to ground level.
When you go down to the ground level, you'll take the elevator, but Joey will drop down thinking he can still fly. Unfortunately, the heavy welder robot body does not allow for it, and Joey destroys his shell. Robert will automatically take Joey's circuit board out and put it in his inventory.
The ground level area is a pretty posh and privileged area. There is an old cathedral being blocked by a guard, and there is a woman walking her dog: Mrs. Piermont, the richest woman in Union City.
There is a boy named Vincent playing a handheld, but he will not be of much help to you. There will also be a gardener to the right of Vincent, who will tell you that he is varnishing the plant to filter out the atmosphere for the plants, and that the blue plants he is working on are dandelions. If you go down before going to the west, you'll find a shed.
