We finally confront Leon after a rather interesting conspiracy theory from HCBailly as to why Leon would want to take the reins of the Paramekian Empire.

Paramekia
Remember Gotus? Well, you'll be seeing a lot of him in Paramekia. You'll also be fighting more than one Gotus in a battle if you're not fortunate enough. You'll also be meeting the Queen Lamia again in the chest with the Sun Sword, along with a Krull.
When you make it to the throne room and talk to Leon, Maria tries to stop him. The real Emperor - apparently he was never dead - shows up behind Leon and try to kill him and the rest of you with his magic. Richard immediately readies the Hiryuu and tells everyone to get on while he sacrifices himself against the Emperor.
You'll return back to Castle Phin with a now-normal Leon, who will now join your party after everyone explains what happened to Hilda. Don't forget: Leon is left-handed.
