In Game Mode 3, Pac-Man moves at a fast speed rather than a slow speed, but the ghosts start at a crawling speed. Because of this, the game's manual considers this one of two game modes (the other being Game Mode 7) suitable for play for young children.
This is also a useful mode for someone who wants to move quickly but start at the easiest difficulty setting possible. I can get through five, six, and maybe seven screen easily on the easiest settings.
